Malaffi — Abu Dhabi's health information exchange.

Malaffi is the Abu Dhabi-wide health information exchange owned by the Department of Health (DoH) and operated by Abu Dhabi Health Data Services. Every DoH-licensed clinic, polyclinic, hospital, lab and pharmacy in the emirate is required to integrate with Malaffi and submit clinical data through it. As with NABIDH in Dubai, "integrated" is not the same as "compliant" — and DoH inspections increasingly look at submission quality, consent stack and data governance, not just the existence of an interface.

What clinics must actually do for Malaffi: EMR integration; Minimum Data Set submission; Patient consent stack; Rejection & remediation log; Role-based access & audit trail.

Common Malaffi gaps inspectors find at Abu Dhabi clinics — Integration completed at go-live and never revisited — silent field-level drift. Consent rate below threshold for new patients — generic registration form not Malaffi-specific.
